<p><P>PROBLEM TO BE SOLVED: To provide a network management system capable of independently managing VPN (virtual private network) management means for each VPN to operate them independently. <P>SOLUTION: The network management system manages a plurality of IP- VPNs. The system is provided with a plurality of VPN management means (101) which are provided for respective IP-VPNs to manage corresponding IP-VPNs, VPN operation environment (102) for managing the operation states of the means (101), VPN management controller (105) for managing and controlling the means (101) independently via the environment (102), definition file (106) for defining management functions which can be provided to each of the IP-VPNs for each IP-VPN, and function management modules (103) for defining the details of execution of the means (101) as a program.
