<P>PROBLEM TO BE SOLVED: To generate coefficients for converting image information of standard resolution supplied from outside to image information of high resolution. <P>SOLUTION: An image signal of SD (Standard Definition) data obtained through a vertical pixel-skipping filter 22 and a horizontal pixel-skipping filter 23 is segmented into a plurality of blocks by a block segmentation circuit 24. An ADRC (Adaptive Dynamic Range Coding) circuit 25 detects and compressed the pattern of the level distribution of the SD data supplied to each block to form pattern compressed data. A class code generation circuit 26 detects the class to which the block belongs based on the supplied pattern compressed data, and outputs the class code (class). A normal equation adding circuit 27 executes addition of the normal equation using the supplied class code (class), SD data, and HD pixel levels y that correspond to the SD data. A predictive coefficient determining circuit 28 solves the normal equation with respect to w<SB>i</SB>using the sweep-out method and the like, and calculates the predictive coefficients.
