A punching device is provided to prevent damage of a packer in case of inserting the packer for a pipe by installing a punching member for punching the side wall of the pipe from the inner direction to the outer direction. A punching device comprises a driving device(100), a fixing member, a driving member(300), and a punching member(400). The fixing member, which is installed at a main body(110) of the driving device, comprises a horizontal guiding groove at the inside. The driving member, which vertically drives for the fixing member by a driving part(120) of the driving device, includes an inclined guiding groove(310) at the inside. The punching member has a punching unit which is driven horizontally to be inserted into the horizontal guiding groove of the fixing member, and a guiding unit which is extended to the side of the punching unit and driven to an inclined direction to be inserted into the inclined guiding groove of the driving member. The punching member, which is inserted into a pipe(10), punches the side wall of the pipe from the inner direction to the outer direction.
