PROBLEM TO BE SOLVED: To rapidly and easily grasp Cu being inspissated at a surface contribut ing to the prevention of bacteria by completely dissolving Cu on a surface layer where an A value being defined by concentration %×temperature deg.C×time is within a specific value. SOLUTION: Stainless steel plate containing Cu that is cut to 50×50 mm is used as a sample, 0.5-30 nitric acid solution with a capacity of 25 ml is loaded into a beaker as a solution, and a liquid temperature is set to 20-100 deg.C. Then, the sample is dipped into it for 10-720 minutes, then the sample is taken out of the solution, and the amount of elution of Cu in the solution is measured by an ICP analysis device. Further, a surface after testing is observed by an optical microscope, thus verifying whether a base material has dissolved or not. When a nitric acid solution is used and the A value is within a range of 2,000<=A value <=50,000, the base material does not dissolved, the amount of elution of Cu is stable, and further the correspondence with the antibacterial property is superb. On the other hand, it is understood that the elution of Cu has not been completed when the A value is less than 2,000. Also, the base material has dissolved when the A value exceeds 50,000.
