PROBLEM TO BE SOLVED: To provide a method and a device capable of efficiently and inexpensively inactivating microorganism with a relatively compact method and device in the purifying treatment of water. SOLUTION: In an inactivating method of a microorganism where pulse is discharged into the water to be treated which is supplied to a treating tank with the voltage more than dielectric breakdown voltage of the water to be treated. In the inactivating device of the microorganism in the water to be treated, a treating tank 4 for executing inactivating treatment and at least a pair of pair electrodes 3 arranged opposite to the wall part of the treating tank 4 each other are provided and the water to be treated is made to pass in between the pair electrode 3.
