PROBLEM TO BE SOLVED: To provide a method for manufacturing an upper fixture for vibration welding at a low cost. SOLUTION: This method for manufacturing the upper fixture 20 to be used for a vibration welding device made up of the upper fixture 20 for retaining an instrument panel 31, a lower jig 16 for retaining a duct 32 and a vibration generating means for vibrating the upper fixture 20 to the lower fixture 16. In addition, the method comprises a process to simply laminate an urethane resin 23 to the surface of a female half of a mold formed in concavity almost matching a work and a process to fabricate the urethane resin layer 23 by cutting with the help of a specified cutting tool and thereby mold the resin layer 23 in a form meeting the outer shape of the instrument panel 31.
