PROBLEM TO BE SOLVED: To form a cable mounting portion for protecting a cable and obtain great longitudinal ballast resistance and great bending strength without reducing the fastening force of a screw spike or a dog spike to fix a tie-plate in a wood sleeper or a synthetic sleeper. SOLUTION: Square timbers 3 and 4 are fastened to the lower portions of the sides of a parallelepiped sleeper body 2, the top faces of the square timbers 3 and 4 are made lower than the top face of the sleeper body 2, the upper portions of the square timbers 3 and 4 are made cable mounting portions 5 following the longitudinal direction of the sleeper body 2, and the lower ends of the square timbers 3 and 4 are projected downward of the bottom of the sleeper body 2.
