a plurality of leaves that is arranged in a circumferential direction of a rotating shaft and divides a space around the rotating shaft into two spaces in an axial direction of the rotating shaft; and a side seal plate that is arranged on one side of the plurality of leaves in the axial direction and includes an opposite surface facing a side end on the one side of the plurality of leaves, wherein the opposite surface of the plurality of leaves includes a friction reducing portion configured to reduce a friction force between the opposite surface and a surface of the side end, and wherein the friction reducing portion includes a film with a low friction coefficient formed on an entire surface of the opposite surface. |
