PROBLEM TO BE SOLVED: To provide a thin and light-weight wave absorber with wide band absorbing performance and superior durability in GHz band, in which it is estimated that the use of electric waves is further increased. SOLUTION: This plate-shaped wave absorber is constituted of a dielectric loss layer 1 which is at least one layer, a magnetic loss layer 2, and an electric wave reflecting layer 3 successively from the incoming direction of electric waves, and the dielectric loss layer 1 is made of foaming materials into a closed cell structure, for example, foaming polyethylene or foaming polystyrene, with which carbon is mixed, and the magnetic loss layer 2 is made of a ferrite powder and bonding materials.
