PURPOSE: Coding and decoding methods according to hierarchical structure setting based on the error resilient entropy and additional information transmission are provided to prevent the rapid error propagation and obtain optimum recovery images in case of decoding by calculating the additional information for decoding the error resilient entropy coding from packet-sized information. CONSTITUTION: A coding method according to hierarchical structure setting based on the error resilient entropy and additional information transmission includes the steps of determining whether the coding type of coded macro blocks is intra coding or inter coding(303,304), and selectively applying hierarchical structure of error resilient entropy coding according to the determined coding type, wherein the hierarchical structure is formed of the group of the macro blocks or slice, macro blocks and block units in case of intra coding, and the group of the macro blocks or slice, and block units in case of inter coding.
