PROBLEM TO BE SOLVED: To provide an high concentration ozone generator which is more compact and cheaper than the conventional volume discharge type ozone generator. SOLUTION: The dielectric material 9 is placed on at least either surface of the metal plate 8, and the metal plate 8 has a cooling system. The electric discharge is generated on the surface of the dielectric material 9 by applying a voltage through the dielectric material 9, in the ozone generator. The dielectric material 9 is directly stuck on the metal plate 8 by the coiled elastic members 12.
