PROBLEM TO BE SOLVED: To accurately implement a connection permission decision for a communication response with an external connection equipment. SOLUTION: When qualifying whether or not an external connection equipment 200 is regular equipment on the side of an ECU 100, the fall time and the rise time of a series of pulses in the initializing command of communication data from the external connection equipment 200 successively captured by a capture input port TI04B of an MPU 10 in the ECU 100 are extremely exactly measured as a capture time approximately for a time unit [μs: microsecond]. When the width and intervals of the pulses based on the measurement are within a preset time range, the external connection equipment 200 is qualified as a regular equipment on the side of the ECU 100 and afterwards, the communication response with the ECU 100 is permitted.
