PROBLEM TO BE SOLVED: To provide a communication driver that relieves line congestion and improves processing efficiency in a browser or the like. SOLUTION: The communication driver comprises a terminal connection request input section 11 for inputting a connection request to an external network 1005 from the browser 1300; a terminal connection response output section 112 for outputting a normal connection response, indicating that connection is completed normally to the connection request inputted to the terminal connection request input section 111 to the browser 1300 unconditionally; and a terminal connection request transmission section 121 for sending connection request to an IP converter 2000 for carrying out protocol conversion with the external network 1005 via an internal network 1004. As a result, since a normal connection response is made without waiting for the return of the connection response via the internal network 1004, thus moving to the next processing without waiting of the connection response, and processing efficiency is improved.
