<p><P>PROBLEM TO BE SOLVED: To provide vehicle surroundings monitoring system extracting only a person behaving in a suspicious way possibly proceeding to criminal conduct such as vehicle burglary and destruction on an object detected by a sensor and giving a warning only to the person. <P>SOLUTION: Based on an output signal from an electric wave sensor 24, an abnormal condition of the inside/outside of a vehicle is detected by an abnormal condition detection part 29. By a crime preparative behavior determination part 30, crime preparative conduct such as lingering, unnecessary staying, and peeping is extracted from the detected abnormal condition. An alert/warning is made toward only the person doing the extracted crime preparative conduct by a warning control part 31 via an LED 25 or a speaker 26.
