The device is used for making circular cuts in a sheet of paper or foil. It comprises a sheet locating disc (2 or 3) and a cutter (placed in (5 or 6) or in (7 or 8) respectively) in a cutter disc (3 or 2). One disc (2) is fitted on a central shaft (1) with handle (4) and rotatable relative to the larger other disc (3) surrounding it. The discs have bores (5, 6 and 7, 8) in their bottom faces in which a cutter (e.g., 9) can be inserted. The discs may be in a transparent material to allow observation of the part cut out during the cutting operation.
