PROBLEM TO BE SOLVED: To improve the efficiency of the following kneading and mixing process by crushing and mixing clayey and sandy construction waste soil having a specified mixed ratio by rotary blades provided on a rotary shaft. SOLUTION: Clayey construction waste soil 67A and sandy construction waste soil 67B having a mixing ratio on the basis of design specifications are fed to a crushing and mixing machine 7 through a conveyor 3A. The waste soil 67A and 67B are crushed and mixed by a plurality of rotary blades 7c provided on a rotary shaft 7b in a casing 5 at every specified axial distance in the crushing and mixing machine 7, and transferred to a vibrating grizzly 9. In the grizzly 9, large stones or the like are rejected onto a conveyor 3C and construction waste soil LE smaller than a specified size is forced to drop down and the undersize product is transferred to a constant feeder 76 through a conveyor 3B. The feeder 76 feeds a specified quantity of soil LE to a kneading and mixing machine, and a soil improvement material and a strength-enhancing material are supplied in the kneading and mixing process to knead and mix them together with soil. In this way, the kneading and mixing accuracy is increased to efficiently produce improved soil having a good quality.
