SUBSTANCE: electricity conducting liquid undergoes electrothermal dissociation with liquid or solid carbon-hydrogen fuel introduced into heating zone wherein electricity conducting liquid is injected; heating and evaporation processes involve burst of injected sprays by periodic excitation of electrical discharges in them to produce steam-gas mixture or gaseous hydrogen and oxygen, or mixture of disintegration products of solid fuel and liquid. Device implementing this process has reactors with lids, mixing chambers, steam header, steam turbine, electric generator, rotary electric-pulse generator, transformer, surface condenser with condensate cleaning unit, chamber for preparing electrolyte and reheat water solution; device is provided with burners arranged in reactor lids, condensate injectors, additional reactors and mixing chambers; each burner has injectors with pipe connections incorporating cylindrical worm feeders, central electrodes made in the form of cylindrical chambers communicating with nozzle and covered with electrical insulating material on outer surfaces. Another design version of device has engine incorporating at least one cylinder with piston, crank gear coupled with crankshaft, combustion chamber, solution and fuel conveying as well as air admission and waste gas exhaust systems, electrical charge excitation system. Engine is provided with composite injector that has pipe connection accommodating worm feeder, central electrode, and fuel injector, as well as water sprayer for combustion chamber. Each engine cylinder is provided with additional combustion chambers and fuel feed system; crank gear is built up of two parts braced together by means of spring and anchor bolt for their relative sliding; crankpin is joined with separable part of crank.
