PROBLEM TO BE SOLVED: To obtain the subject member capable of preventing sticking of stains with no time and labor, and of maintaining excellent antifogging/antifouling property for a long period of time by construction with a hydrophilic member wherein a specific sustained release substance is fixed to the top surface thereof. SOLUTION: This member is obtained by constituting a hydrophilic member wherein a surfactant and/or hydrophilic material and a sustained release substance having sustainedly releasing property associated with water are fixed to the top surface thereof, so as to sustainedly release the surfactant and/or hydrophilic material fixed to the top surface onto the surface of the member to exhibit antifogging/antifouling property when contacted with water, steam or the like. The sustained release substance is such one as to be gradually dissolved when poured with water, or capable of releasing a surfactant or hydrophilic material although the sustained release substance itself is insoluble in water. The subject member is desirably such one that a surfactant and/or hydrophilic material and a sustained release substance are fixed onto the top surface of the member having a minute uneven structure formed by mechanical etching or chemical etching, etc.
