PROBLEM TO BE SOLVED: To enable a switch control system, which has an old host exchange housing subscriber or remote switch units in a new host exchange, to control call processing control by the new host exchange while effectively using the resources of the old host exchange including the remote switch units. SOLUTION: The new host exchange 3 has an inter-office connection with the old host exchange 1 through a signal link 8, each exchange is provided with an emulation process part, and the old host exchange 1 and new host exchange 3 edit and exchange messages between their emulation process parts; when data and a request for basic control which should be processed by the old host exchange 1 are generated, the new host exchange 3 is informed of them and processes and reports the reported request and data to the old host, thereby performing switching control.
