PROBLEM TO BE SOLVED: To provide a GS encoder which does not need a precoder when a code is transmitted to a PR channel by using a division circuit whose constitution is similar to the precoder fitted to the transmission characteristic of the PR channel. SOLUTION: Input block data D(x) is inputted to a GS encoder 10. In the GS encoder 10, a division circuit whose constitution is similar to a precoder fitted to the transmission characteristic of a PR channel is used as a division circuit 12-i for dividing block data D(x) obtained by adding a redundant word to the head of input block data D(x) by a scramble polynomial and obtaining a quotient. Thus, the precoder and a GS encoding group can be generated in the GS encoder 10 simultaneously. Consequently, the precoder is not required in a recording system. Since only a redundant word discarding part for discarding a redundant word bit is installed instead of a GS decoder, the constitution becomes simple in a whole recording reproduction system.
