To produce a pallet, from recycled paper materials, the used paper is formed into a pulp (11) with a solid content of 0.5-18.0%, to be pressed into a mold (22) where the water is extracted by vacuum and a high pressure compression of 15-1000 kg/cm<2> to form a board (1) with a solid content of 50-60%. The board is dried (23) by hot air followed by microwaves to give it a solid content of 90-95%. Supports are fitted to the under side of the board, to give a finished pallet of recycled paper material. The finished board is treated to make it waterproof. An additive can be introduced into the pulp for reinforcement. Water can be extracted from the pulp before it is passed into the mold. The vacuum at the mold, for water extraction, is at an absolute pressure of (50-600)/*1.33 hPa. The board drying action can be through heated rollers. The supports, to be fitted to the pallet board, are of used paper materials molded by high pressure compression. The board is waterproofed by an applied coating, or an adhesive coating to bond an applied waterproof film covering.
