PROBLEM TO BE SOLVED: To provide a new greening base panel which can reduce a load on a roof and realize the stable greening of the roof. SOLUTION: This greening base panel comprising a pair of mutually faced upper and lower lattice members (2), lattice connectors (3) for connecting both the lattice members (2) to each other, and a plant-culturing base material (4) disposed between the lattice members (2) connected to each other with the lattice connectors (3).
