PROBLEM TO BE SOLVED: To provide a photographic substrate, in which the adhesiveness of a polyethylene resin layer and a paper base body on the side to be provided with a photographic constituent layer is excellent, which has no occurrence of a cooling roll staining, and, to provide a method for manufacturing an excellent photographic substrate in which, when the photographic substrate is manufactured, the contamination of die lips hardly occurs. SOLUTION: In the photographic substrate in which, by making paper as a base body, one of the faces of the paper base body is coated by a resin which is capable of forming a film, and a face of the paper base body of the opposite side, on the side to be provided with the photographic constituent layer, is coated by a polyethylene resin in a plurality of layers, the photographic substrate is characterized that an extract content by boiling n-hexane of the plurality of layers of the polyethylene resin is 3 mass % or less.
