PROBLEM TO BE SOLVED: To provide a process management system that reduces the time and labor of work and errors of work related to process management occurring caused by using a paper identification tag such as missing of a returnable case and can improve work efficiency, and an electronic tag, a base station, and a server used in the system.SOLUTION: A registration change unit 302d transmits a search instruction signal including the ID of a missing electronic tag and a message giving an instruction to search for the electronic tag to base stations 200. In addition, the registration change unit determines a new affiliation base station 200 that starts communication with the electronic tag on the basis of data on reception power from the found electronic tag. Then, the registration change unit transmits a communication instruction signal including the ID of the electronic tag and a message giving an instruction to communicate with the electronic tag to the new affiliation base station 200.SELECTED DRAWING: Figure 5
