PROBLEM TO BE SOLVED: To provide a watermark verification system which can easily specify a user and detect entry contents being altered without the possibility that a 3rd person neither illegally remove nor steal information on an electronic application, a contract, etc., itself when the information is distributed by using an electronic form, etc. SOLUTION: A client 7 after inserting information specifying the user and information for detecting alteration of entry contents as an electronic watermark into image data 21 of electronic form input data that the user inputs transmits them to a server system 5. The server system 5 extracts the electronic watermark from the image data 21, authenticates the user by using the information in the electronic watermark which specifies the user, and sends electronic form input data to the client 9. The client 9 extracts the electronic watermark from the image data 21 and verifies the information which is included in the electronic watermark and for detecting alteration of the entry contents.
