PROBLEM TO BE SOLVED: To provide a sound insulating cover which is capable of highly maintaining the heat radiation performance of a vibrator while enhancing the sound insulating performance to the noise vibrations radiated from this vibrator and a method of forming the same. SOLUTION: Hot melts are first attached in a rod shape to the surface of a cylinder block 10a radiating the noise vibrations along desired ventilation routes 23 in forming the sound insulating cover 20. Next, a sound insulating plate 22 are attached to the surface of the cylinder block 10a so as to have a suitable spacing from the surface and to cover the surface. Raw material of foamed urethane which is to be an acoustic material 21 is injected into the spacing between the sound insulating plate 22 and the surface of the cylinder block 10a and is then solidified. The hot melt is thereafter thermally melted, to form the ventilation routes 23.
