PROBLEM TO BE SOLVED: To provide an inexpensive monitoring system that maintains high recorded and reproduced video and audio quality. SOLUTION: This monitoring system is provided with an imaging means for outputting a video signal, a receiving means for receiving the video signal outputted from the imaging means, a first storing means for storing the received video signal, a second storing means for storing a portion of the received video signal, a recording medium for recording the video signal stored in the first or second storing means, a signal generating means for generating an abnormality signal showing the occurrence of an abnormal state, and a controlling means for controlling recording on the recording medium by the recording means on the basis of the generation of the abnormal signal.
