PROBLEM TO BE SOLVED: To provide a valve switching device and a valve switching method capable of easily performing the valve switching operation from an upper opening of an underground valve chamber, and smoothly performing the switching operation of a valve switching lever. SOLUTION: This valve switching device 1 is curved approximately in the dog leg shape by connecting a first curved part 4 to a cylindrical tip part 2 so that an opposite end 8 of the cylindrical tip part 2 inserted into the valve switching lever 15 and rotated on the valve switching lever 15 as a central shaft, is circularly moved with the rotation. The end 8 of the valve switching device 1 is approximately semi-circularly moved on the cylindrical tip part 2, and then the valve switching lever 15 is further rotated in the valve switching direction with the valve switching device 1 to be reversely inclined, at a time when the tip part 2 of a rod-shaped valve switching device 1 curved approximately into the dog leg shape by connecting the first curved part 4 to the cylindrical tip part 2, is inserted into the valve switching lever 15 in an inclined state, and the valve switching lever 15 is rotated in the valve switching direction with the valve switching device 1 to be approximately stood.
