PROBLEM TO BE SOLVED: To obtain a means, in which variation in content of a bioactive substance or the like can be reduced and the generation of compound granule can be controlled. SOLUTION: Heating gas is guided into a chamber (3) and liquid is sprayed inside the chamber (3) to form a predetermined granule. A charge air temperature of the heating gas is maintained at a predetermined charge air setting temperature by a charge air temperature controlling means (7). A charge air flow is maintained at a predetermined charge air setting flow by a charge air flow controlling means (20). The temperature inside the chamber (3) is a reference temperature and a proper reference temperature range limiting the upper and the lower limit reference values is set at the reference temperature when a predetermined time is passed after the above mentioned spraying start. In case the measured value of the reference temperature when the predetermined time is passed deviates from the proper reference temperature range, at least one of the charge air setting temperature and the charge air setting flow is increased or reduced for correction.
