<p><P>PROBLEM TO BE SOLVED: To provide an operation control device of an on-vehicle device, capable of surely restricting driver's operation. <P>SOLUTION: An electronic key constituting an intelligent key system and a remote control transmission unit constituting a navigation device are integrally constituted. A passive controller 11 in the intelligent key system determines whether the remote control transmission unit exists in a driver's seat region, by determining whether the electronic key exists inside the driver's seat region. When the existence of the electronic key in the driver's seat region is detected, the passive controller 11 transmits a signal, indicating the existence of the electronic key, to a navigation controller 51. The navigation controller 51 receives the signal, indicating the existence of the electronic key and invalidates a remote control operation signal, when the vehicle speed exceeds a prescribed value V<SB>0</SB>.
