<p><P>PROBLEM TO BE SOLVED: To provide a novel motion vector detecting technology for realizing reduction of a motion vector detection processing time of an image block. <P>SOLUTION: In a motion vector detecting method, each of pixel values of an image being a detection object is divided by a numerical value of 1 or over at first to produce an image comprising a reduced number of bits wherein the integer part of each quotient is used for each of new pixel values. Succeedingly, SAD values are calculated by using the images comprising a reduced number of bits for processing objects and a minimum SAD value is extracted among them. Then the SAD values of the images comprising a reduced number of bits are evaluated on the basis of the extracted minimum SAD value to discriminate whether or not an image block is to be a calculation object of a true SAD value. Further, the SAD values of true pixel values are calculated by using the image block being a calculation object of the true SAD value for the processing object to particularize the minimum value among them.
