PROBLEM TO BE SOLVED: To provide a charger capable of charging an incorporated secondary battery from a primary cell power supply as well as an AC power supply. SOLUTION: When the level at an AD input port "BATT2"3e is lower than a predetermined threshold level, a control microprocessor 3 makes a decision that the capacity of a primary battery 7 has reduced, the primary battery 7 is not connected, or a power supply B is not connected and brings a port "BATT_CE"3d to "H level" thus bringing about a chargeable state and then making a transition to CPU stop state. When the primary battery 7 is connected under that state or the power supply B is connected, a step-up circuit 13 enters operating state immediately and charging of a secondary battery 1 is started.
