Disclosed are a method and device for processing a terminal registration congestion by a core network element. The method comprises: when a core network element receives a plurality of terminal registration request messages, determining whether processing of the plurality of terminal registration request messages is within a device processing capability range of the core network element; and if not, performing normal registration service processing on a part of the plurality of terminal registration request messages, while performing false successful registration processing on the other part of the plurality of terminal registration request messages, thereby returning a false successful registration message to a corresponding terminal, such that the terminal receiving the false successful registration message does not perform re-transmission when having no registration message in response, and does not re-send the registration message. |
