PURPOSE:To make versatility very high and lower developing cost of software remarkably by considering the water intake system and water supply system of a purification plant as independent systems, making a pump operation schedule from the water supply system, and making an operation schedule of the water intake system based on the result. CONSTITUTION:When the quantity of water supply to be supplied in each time zone of a day is given, operation schedules of intake pumps 21-1-21-N of a water supply system are prepared, and operation schedules of intake pumps of a water intake system 1 are prepared recognizing the quantity of water supply obtained as the result as the quantity of water distribution looked from the intake system 1. Pump operation schedules of the water intake system 1 and water supply system 2 are prepared by calculating the state of operation of all pumps that satisfies the quantity of water distribution (quantity of supply) in each time zone in a day, finding the state of pump operation in which the number of times of starting/stopping of pumps is minimum, and finding the quantity of intake (quantity of supply) and water level of a distributing reservoir (water level of a regulating pondage) when operated one day at the state of pump operation.
