A method for preparing a reduced graphene oxide, comprising: reducing a graphene oxide using, as a reducing agent, a solid hydrazine derivative compound represented by the following Chemical Formula II or Chemical Formula III that is generated from a reaction between a hydrazine represented by the following Chemical Formula I or its derivative with carbon dioxide: wherein in Chemical Formulas I, II and III, each of R1 and R2 is independently hydrogen; or, a member selected from the group consisting of an aliphatic hydrocarbon group of 1 to 30 carbons, a substitutable aliphatic hydrocarbon group of 1 to 30 carbons, a substitutable aliphatic cyclic group of 3 to 30 carbons, an aliphatic heterocyclic group of 3 to 30 carbons, an aromatic cyclic group of 6 to 30 carbons, and an aromatic heterocyclic group of 6 to 30 carbons; or, a member selected from the group consisting of an aliphatic hydrocarbon group of 1 to 30 carbons including at least one of Si, O, S, Se, N, P, or As, an aliphatic cyclic group of 3 to 30 carbons including at least one of Si, O, S, Se, N, P, or As, an aliphatic heterocyclic group of 3 to 30 carbons including at least one of Si, O, S, Se, N, P, or As, and an aromatic heterocyclic group of 6 to 30 carbons including at least one of Si, O, S, Se, N, P, or As.
