摘要 PROBLEM TO BE SOLVED: To cope with various kinds of designs using a series of steps by a method wherein power supply terminals inside standard cells are formed of one selected out of a contact layer, a contact cell, and an impurity diffusion layer, and an idle region for providing a power supply wiring when the layout of wirings is designed is formed inside. SOLUTION: An input signal terminal 103 is formed of a first layer and connected to a polysilicon 107 through a contact layer 108, and an output signal terminal 104 is formed of the first layer and connected to an N+ impurity diffusion region 105 and a P+ impurity region 106. A VDD terminal 101 and a GND terminal 102 serving as power supply terminals inside a standard cell are formed of one of the contact layer 108, a contact cell, and impurity diffusion regions 105 and 106. Thereafter, a wing layer is optionally selected, and an idle region 110 for providing power supply wirings is formed inside a standard cell.
