PROBLEM TO BE SOLVED: To reduce the portion, in which image quality is deteriorated when conducting an editing process, to a minimum. SOLUTION: A frame whose reproducing order is before an editing start frame is selected as a starting frame of a recompression object after editing. A last frame of a video group including the final frame (an end frame) of the editing object is selected as a recompression object after editing (called as a reencode final frame). In a step SP3, digitally compressed portion video from the reencode start frame to the reencode final frame is expanded to obtain expanded video. In a step SP4, an editing process is conducted for the portion of the expanded video to obtain editing completed video. In a step SP5, the edited video is compressed. In a step SP6, an editing process is conducted for the digitally compressed portion of the original digitally compressed video.
