PROBLEM TO BE SOLVED: To provide an information recording and/or reproducing device and a positioning method, where positioning of a head is conducted by 2-stages of actuators, that can implement head positioning at a high-speed. SOLUTION: The head is displaced in a direction reverse to its moving direction for a time from start of seeking until the settling state, the target position of an inching actuator is shifted in the head moving direction and the target position of a rough movement actuator is shifted in a direction reverse to the head moving direction for starting the settling operation to settle the head at a target position short of the actual target position.
