PURPOSE: To prevent the deterioration of communication quality by simple control not accompanied with a large scale of modification of the device, in case that a mobile station 302 is in DHO, using a first signal. CONSTITUTION: This mobile station 302 receives the signals from a first base station 101 and a second base station 102 during DHO. This possesses a reception means 32 which receives a first signal DCH and a second signal SCH from the first base station 101, and receives a third signal DCH from the second base station 102; a reception quality measuring means 37 which measures the reception quality of the first signal DCH and the second signal SCH; a control command generation means 39 which generates a control command for controlling the transmission power of the signals, in the first base station 101 and the second base station 102, based on the measurement results of the reception quality; and transmission means 32, 41, and 42 which transmit the control commands to the first base station 101 and the second base station 102.
