PROBLEM TO BE SOLVED: To improve wave-absorbing efficiency by dissipating not only waves of comparatively short period but also waves of comparatively long period, constituting a floating body and a mooring member at a low cost in a small scale. SOLUTION: The floating body 11 is formed in an approximately circular shape in a plan view, and an overflow wave through-hole 11b, in which waves c21 overflowing on wave breaking sections 11a can pass from an upper section to a lower section, is formed at a central section in the wave breaking sections 11a being projected from the surface of the water (a) and being capable of breaking waves c1 in a peripheral section. Accordingly, waves c1 from the multi-directions of comparatively short period are broken by the wave breaking sections 11a and dissipated. Waves c2 from the multi-directions of comparatively long period are divided into waves c21 overflowing on the wave breaking sections 11a and waves c22 passing with an elliptic motion by water drops through the lower section of the floating body 11. Waves c21 overflowing on the wave breaking sections 11a pass from the upper section to the lower section in the through-hole 11b in this case, and the elliptic motion of the water drops in waves c22 passing through the lower section of the floating body 11 is divided and attenuated by the passing water current, thus also dissipating waves c2 of comparatively long period.
