PROBLEM TO BE SOLVED: To provide a lighting device for disaster prevention lighting and a disaster prevention lighting device restraining the occurrence of failure of a first high frequency generating device even at changeover to emergency and capable of improving the reliability of the changeover means. SOLUTION: In the practice mode, a control means 3 is fitted to a regular-use lighting unit 10 for compulsorily stopping the oscillation of a regular-use lighting circuit 4 in case an output from an alternate-current power source 1 gets down to 85% or less. Therefore, a failure of the regular-use circuit 4 can be restrained even if an output from an emergency lighting circuit is inputted to the regular-use lighting circuit in an emergency.
