PURPOSE: A failure detection device and a method of a vehicle speed limit system are provided to easily ascertain the vehicle speed limit system operates normally in producing or delivering a commercial vehicle by ascertaining the normal operating state of the vehicle speed limit system even in a stop state. CONSTITUTION: A failure detection device and of a vehicle speed limit system comprises an accelerator pedal sensor(10); an engine RPM(Revolutions Per Minute) sensor(20); a vehicle speed sensor(30); a parking switch(40); an engine control unit(50) controlling fuel injection on the basis of data detected and input from the sensors and maintaining the vehicle speed within a range of limit vehicle speed by reducing the fuel injection if the vehicle speed exceeds the limit vehicle speed; a fuel injection device(60) injecting fuel according to the control of the engine control unit; a vehicle speed limit lamp(70) turned on according to the control of the engine control unit if the vehicle speed exceeds the limit vehicle speed; and a high scanner(80) receiving data through the engine control unit and communication and increasing a vehicle speed signal input to the engine control unit from the vehicle speed sensor to the limit vehicle speed if a driver steps on an accelerator pedal over a predetermined angle is determined.
