Emulsion of hydrocarbons and H2O contain a hydrophilic lipophilic surfactant and a water-soluble or -swellable polymer. The emulsion can be of the w/o or o/w type, pref. with an H2O content of 1-40 (esp. 1-20) vol. %. The viscosity is pref. 1-50 cS. The particle size of the disperse phase is pref. >140 angstroms. The hydrocarbon can be gasoline, aviation fuel, fuel oil, diesel oil or crude oil. opt. in association with particulate coal. The emulsion can be used as fuels, e.g. for IC engines, aircraft engines, domestic heating systems or turbines, depending on the hydrocarbon, or as additives for such fuels. The polymer component improves the stability of the emulsions while maintaining a relatively low viscosity.
