PURPOSE:To prevent a damage in case of a load test, etc. by providing a diaphragm for joining both cylinders, and sticking a strain gauge onto the surface of its diaphragm, so that a radial direction load working on between both the cylinders can also be detected. CONSTITUTION:An inner cylinder 1' and an outer cylinder 2' are formed so as to be long by a prescribed quantity in one end side, respectively, and in its expanded part, a diaphragm 4 is joined to the inner and outer cylinders 1', 2', respectively by a method of welding or taper press fitting, etc. so as to cover a part between the inner cylinder 1' and the outer cylinder 2'. Also, on the surface of the diaphragm 4, strain gauges X1-X4 are stuck along the prescribed radial direction of the inner and outer cylinders 1', 2', and in the direction orthogonal to its direction, strain gauges Y1-Y4 are stuck.
