PURPOSE:To attain the service of normal voice response to an incoming service call by providing a line changeover switch switching a faulty network controller and a network controller connected to a line having a low incoming priority at a fault of the network controller being a part of the voice response system. CONSTITUTION:Switches SW 501, 502, 511, 512 to switch a line group 301 having a high incoming priority and a line group 302 having a low incoming priority are installed in a line changeover switch device 500 and when the system is normal, the switches are thrown all to the position (1). If the network controller 20 connected to the line having the high incoming priority is faulty, the normal incoming service is not attained. In such a case, when the SWs 501, 502, 511, 512 are thrown to the position (2), since the normal network controller 30 is connected to the line group having the high incoming priority via the group 302, the service is offered normally.
