METHOD OF CODING TELEVISION SIGNAL

PURPOSE: To improve picture definition much more by searching a substitution pointer against a vector to be transmitted when the decided first pointer instructs the vector which is not to be transmitted. CONSTITUTION: An encoding television signal is generated in accordance with the moving compensation processing of a video signal and the vector in a first picture period between the two sequential picture periods of the video signal is decided. The pointer against the vector decided in the first picture period is decided in the second picture period between the two sequential picture periods and the substitution pointer against the vector to be transmitted is searched when the decided pointer instructs the vector which is not to be transmitted for encoding the TV signal having the video signal. When the moving compensation processing is selected for the block in the same position in the image of the video signal in the first picture period, the vector decided for the block is searched and the vector is decided for the eight blocks surrounding the block.
