The method comprises (a) removing internal rust completely by charging hydrochloric acid into the cylindrical body (1a) and rotating the axis (1b,1b'), (b) washing the inside with water and toluene, (c) feeding air into the body inside to completely remove toluene and water, while heating the inside at 80-120 deg.C, (d) doping the dried inside with an adhesive, (e) forming an adhesive-coated layer (3) by introducing air, (f) mixing heat-resistant rubber and toluene in the ratio of 3:1, (g) uniformly dispersing the mixture into the body inside, (h) drawing out toluene by blowing air into the body, (i) forming a rubber-coated layer (4) by steam injection, and (j) forming a resin-filled layer (5) of soft urethane and a promoter, which are mixed 1:1.
