A toilet cleaner 100 which comprises a multi-ply base paper sheet that comprises a pulp and a water-soluble binder and is substantially water-dispersible and an aqueous chemical with which the base paper sheet has been impregnated, wherein the multi-ply sheet has a basis weight of 30-150 gsm and the content of the water-soluble binder increases toward the front surface and/or the back surface.
