PROBLEM TO BE SOLVED: To easily judge the heat exchange abnormality of a heat exchanger and to easily wash the pipe of the heat exchanger further by calculating a temperature difference between an internal coolant and an external coolant. SOLUTION: A temperature sensor 1 (21) detects the temperature of the external coolant 13 (can be the external coolant 14). Also, the temperature sensor 2 (22) detects the temperature of the internal coolant 11 (can be the internal coolant 12). A detected temperature input part 32 inputs the detected temperatures of the temperature sensor 1 (21) and the temperature sensor 2 (22), a temperature difference calculation part 33 obtains the temperature difference and a comparison part 34 compares the temperature difference obtained by the temperature difference calculation part 33 with a threshold value held by a threshold value holding part 35. A heat exchange abnormality judgement part 36 judges that no abnormality is present in the heat exchanger 2 when the temperature difference is equal to or less than the threshold value and judges that the abnormality is present in the heat exchanger 2 when the temperature difference exceeds the threshold value. A judged result output part 37 outputs a judged result.
