Embodiments of the present invention provide a method, device and system for transmitting or receiving uplink control information. The method comprises: a network device instructs a user equipment to transmit aperiodic CSI corresponding to N target cells or N target CSI processes on a PUSCH; if N is greater than 5, IMCS = 29, and a resource block assignment flag bit of the PUSCH indicates that the size K of a resource block of the PUSCH is not greater than M, then the user equipment transmits uplink control information; if N is greater than 5, and IMCS and the size K of the resource block of the PUSCH indicated in the resource block assignment flag bit do not simultaneously satisfy the conditions that IMCS = 29 and K is not greater than M, then the user equipment transmits uplink data and the uplink control information, wherein 20 ≤ M = 2α2•3α3•5α5, a2, a3, and a5 being nonnegative integers. In the embodiments of the present invention, by reasonably determining a decision threshold value M, the flexibility of a user equipment for simultaneously transmitting uplink data and uplink control information is improved, and thereby the utilization rate of a PUSCH is improved. |
